Two Digit Step 1 Score

Hey guys, I don't understand yet what is the two digits of step 1 score mean. I know its not important as 3 digits score, but what does it mean?? for example if someone get 99 its maybe in three digits 235, and if another get 80 its maybe 235 so what does the two digits mean?
