Question Exogenous Hormone Level!

I am a bit confused about this concept:

If someone takes exogenous cortisol: the CRH decrease, ACTh decrease and cortisol decreases
but if someone takes exogenous testosterone then GnRH decrease, FSH and LH decreases but Testosterone increase.

why is that?

This is because the lab tests for endogenous "cortisol" level not exogenous "cortisone" level.
