USMLE Step 1 and USMLE Step 2 CK are written MCQ based exams that are administered by Prometric.
Go to Prometric USMLE Website for further details.

It could not be inferred from your question which year of medical are you currently studying in?
Anyways, as per ECFMG rules, one is eligible if he/she has completed the basic science years of medical school. If you mean 4th year of medical school by 4rd phase, then you obviously have finished basic sciences and can take Step 1 from now on.

Regarding the availability of the test center(s) for Step 1 I can tell you that yes it/they are available in Turkey as you can check the Prometric website which is www.prometric.com .

the only place you can take USMLE in Turkey is Turkish American Association in Ankara which is actually a prometric test center.
I took mine a month ago there.
