I know how you feel. Just thank yourself for reaching the doors of this forum. Some people begin very early, having completed their Step 1 in the 3rd year (benefit and loss of which is a different topic). But this is not a bad time to start too.

Well you should not waste time. But at the same time not be overburdened by what people say. You might get confused but don't stop asking questions. Here is a great place! Be mindful of the whole process, current situation, your intellectual and financial situation. Scan all options you have and decide what best suits your dreams and limitations.

I would suggest that you spend some time browsing this forum, ECFMG and USMLE websites and post for specific clarifications.

Make sure that if you decide to pursue the path of getting into a residency in the US, you focus on the process of doing electives soon, which are clinical rotations done in the US and have a good impact on the shape of your final application.

Just don't panic and don't get lost. This forum alone can make you a pro regarding USMLE and stuff.

In general, electives in the US carries much more weight than electives at any other place.

I feel you are granted the final medical degree just after passing final year. So that would officially tag you as a graduate and yes, electives are for students only. I'd suggest you to confirm this fact from seniors of your college/country specifically and also send a query email to the coordinator of an elective in the US (need to google that).

In case you are ineligible, just forget about it and plan other important things.
