Default collapsing pressure

in uworld there is a question on p=2t/r
we know that p is collapsing pressure but they say in uwordl that p distending pressure
it is unlogic since if radius decrease p increase so there is gradient between large alveoli and small alveoli so flow will go from small to big this lead to collapse small alveoli and this prevented by surfactant which decrease T which lead to decrease p(collapsing pressure) so why its called its called distention pressure????
