Default Reapply Step 1 as a graduate with no diploma received yet

Hi folks!

I'm an IMG from India. I've been preparing for Step 1 past 7 months. Already extended my eligibility period (Ends on 31st August). But, I need more few weeks more time to study. Planning to reapply for Step 1 by paying the fees again.

I have a valid Form 186 on file. Haven't received my diploma yet.

When I called ECFMG, I was told I could reapply only on September 15th and it would take them 3 to 4 weeks to give me a new scheduling permit!!! I don't wanna wait that long!

Is it true it takes 3 to 4 weeks to send a new scheduling permit? I've heard from friends that they would usually send it in less than 7 days though they would say so over the phone.

Please clarify!

Thanks!
