These sites include the mesenchymal cells of adipose tissue including that of the breast, osteoblasts and chondrocytes of bone, the vascular endothelium and aortic smooth muscle cells, and numerous sites in the brain. Thus, circulating levels of estrogens in postmenopausal women and in men are not the drivers of estrogen action, they are reactive rather than proactive. This is because in these cases circulating estrogen originates in the extragonadal sites where it acts locally, and if it escapes local metabolism then it enters the circulation. Therefore, circulating levels reflect rather than direct estrogen action in postmenopausal women and in men.

I was just trying to help by hinting that you have lot to study based on the very basic question you asked. That is probably the reason why no body responded to your post since you are supposed to know that already. Moreover, this forum is very useful for clearing your doubts and discussing questions rather than being a teaching site for which there very good available resources (Books, Wikipedia, Medscape etc).
I could have given you the answer you wanted but that will not help you in the real test. In the real exam they test your understanding of a concept.
There are no shortcuts in life just like this test. You have to work hard by reading & understanding the concepts if you want a good outcome. One you have tried that and if still do not understand something then I am here to help.

Please feel free to ignore my advice, after all I am just a stranger on the internet.
