Default BioChem/PCR confusion

Can anyone please explain the rationale of 2nd part of answer of sample question on Biochem Kaplan Page 107.

1st component is, as should be, complimentary and anti parallel to template strand to given strand in question , but second part is what I don't get.
Lecture of the same is useless too. He complements the first part of template okay but complements 2nd part of primer with anti-template(coding) strand instead of with template strands 2nd part. .
