I think a low score or a fail will harm your application much more than delaying, even if it means a longer gap between grad and applying - you cant undo a bad score. Id take an NBME and if you score low on that, its not worth the risk taking the exam and harming your chances for good

I Would do NBME 13, and then in 2 weeks do NBME 15....if your scores are hitting your goal then you have no choice but to reapply...
a few months from now paying for the exam and reapplying will be better than having a low or failing step 1score

Take an NBME online as soon as you possibly can. This is the only real way to assess where you stand. You say you've been studying for 8 months, but only have done 25% of Uworld?! I went thru Kaplan Qbank, USMLERx Qbank, and all of UWorld in 2 months. What's taking you so long? UWorld is VITAL for success on this thing... my actual exam felt just like sitting for UWorld blocks.

If your NMBE says you won't pass, you might want to seriously consider moving your exam and revisiting your study strategy.

Sorry if this sounds harsh man, you asked for honest opinions. This is just mine.

Good luck!!!
