What does the enhancer do?

Default Enhancer (genetics)

An Enhancer is a short region on the DNA that can be bound by proteins. Its purpose is to "enhance" the transcription levels of genes. It is usually Cis-acting, does not need to be close or even on the same chromosome as its target genes. Enhancers are bound by activator proteins and interact with transcription factors and RNA Polymerase II.

Think of it this way:
Enhancers INCREASE the rate of transcription while Silencers DECREASE the rate of transcription.
