I can understand your frustration for the ethics and medicolegal questions but why the statistics? the statistics chapters in Kaplan lecture notes are enough and you can answer all the question and they all make sense.

I had the same problems, and then I asked some of those who has taken step 1. They told me that almost all IMGs have problem with Behavioral Science. So if you are also an IMG, don't worry about it too much. Although I read Kaplan lecture notes and UW relevant to Behavioral Science I still had problem. Then I found two small review books and these two have at least helped to some extinct. I hope that if you also study these two it will help you too.
1- For Ethics please study Kaplan Usmle Medical Ethics. It is a small book and you bet you can finish it in one day.
2- For Bio statistics please refer to High Yield Biostatistics. It am sure that it will help you too much as it helped me. You may be able to finish it in about 4 days.

Reading and gathering information might make sense and you feel that you can answer any question no matter what, it's the questions that are nonsense.. except for biostatistics because they are just difficult, and it's hard to come up with answers especialy within a minute and 20 sec. As for the Kaplan rules, they are not conclusive, some have exceptions and some may be manipulated.
I memorised all the case scinarios in UW in CK, read the Kaplan notes, and watched the videos, still I saw new case scinarios in the exam.
Just for the time per question
It's not 80 seconds per questions
because dividing 60 minutes by 48 gives us 1.25 Minutes which means 90 seconds
Also, this is just the average. There are questions that you'll answer in 10 seconds and others take 2 minutes.
I suggest, if you see a biostat question that you think will take long time. Then just mark it and come back to it when you finish all the other questions.
