Cystectomy is done either for muscle invasive TCC or high grade superficial TCC...but more and more studies supports early cystectomy for high grade superficial TCC. So ill go with B. Even though in the classical books muscle invasion is the indication for cystectomy.

Robbins says:
Radical cystectomy is typically performed for (1) tumor invading the muscularis propria, (2) CIS or high-grade papillary cancer refractory to BCG, and (3) CIS extending into the prostatic urethra and extending down the prostatic ducts, where BCG will not come into contact with the neoplastic cells. Advanced bladder cancer is treated by chemotherapy.
