Is this basing the fact on that Males can only get this, and 50% of the population is male?

I dont think this question is very accurate.

OMG

its answer is 1/3000
its question from kaplan biochemistry page 336
because males have only single x chromosome,each affected male has one copy of disease causing recessive mutation.
thus the incidence of x-linked recessive disease in male portion of population is direct estimate of gene frequency in the population
