If you are doing a arm raise aka Arnold raise or shoulder raise, than primarily it is Deltoid, synergist would include Serratus Anterior.

Supraspinatous abducts the arm the 1st 15 degrees,
After that, deltoid takes over and abducts the arm the rest of the way to 90 degrees, i.e to the horizontal position.
Serratus anterior abducts the arm past the horizontal position, i.e. after deltoid brings it to 90 degrees, serratus anterior takes over so you can raise the arm above your head.
