Drug ARBs ACE inhibitors AND PROTEINURIA

can someone expalin why ARBs and ACE inhibitors are used in proteinuria??
PLZ also tell what are arbs and ace-inhibitors

ACE inhibitors are prescribed when microalbuminuria is first detected. It slows down the progression of diabetic glomerulopathy and retinopathy in both types of DM. One possible mechanism is by reducing pressure in the glomerular capillaries by decreasing AII vasoconstriction of hyalinized efferent arterioles. ARB are also useful, particularly in T2 DM. Changes are independent of BP lowering capabilities of both drugs.

I thought ACE inhibitors are supposed to be prescribed even before the onset of proteinuria in DM, but if Goljan says it, it must be true lol.
