Default Help with question

So, my exams in a few days and I'm doing the free usmle questions. I came across a question which puzzles me.
Free usmle questions. Block 3. Q 31.
Woman has hypotension (dizzy, light-headed) shes on ACEi, duiretic, B-blocker, glycemic med. pulse 55/min. BP LEFT arm 110/70, RIGHT arm 70/50. When going supine it decreases a lot. EKG sinus brady, w/o infarct. *Please explain this piece* Coratid duplex shows ::Reverse flow in the left vertebral artery w/o occlusion::.
I understand her meds decrease her volume, but why such a massive difference in both arms? Isn't it seen in dissection, causing a decrease flow into left arteries. Also, the part I mark, does that mean the arteries are not compressing? is that why the blood is going back?
