ObGyn Management of PROM!

here I have a question about Premature Rupture of Membranes (PROM)

From reading OB/GYN book of Kaplan CK notes, one of the management is described as:

If no infection, at term (>=36weeks), initiate prompt delivery. If vaginal delivery is expected, use oxytocin or prostaglandins as indicated. Otherwise, perform cesarean delivery.

Does this mean Cesarean section is preferred?

if the maternal birth canal is infected, then cesarean is preferred, cuz GBS and things like e.coli that frequently colonize the vagina can cause things like neonatal sepsis, meningitis, etc...
