It's rare AR disease

Classical USMLE question is bleeding right after birth from umbilical stump

Don't confuse it with Hageman Factor XII, deficiency of which causes thrombotic tendency rather than bleeding

it's quite simple
the question triggering factor XIII deficiency might be as follows:

an active bleeding while all coagulation tests (PT,PTT,INR,BT) are within normal range !
