Question year of graduation or usmle scores

Dear all
I am an IMG and i graduated in 2010. I am done with step1 (220) and CS and I understand that I can apply for 2013 match although I do not have visa right now. However due to some constraints I am thinking of applying for 2014 match while making a backup for me in my home country. I am just confused if this would be a wise decision and what should be weighted more? Applying after four years of graduation (2014) with probably much better CK score and step3 or applying for 2013 squeezing step2 CK and step3 and assuming that my visa will arrive on time.
your recommendations will be appreciated.

I'd probably say that scores are more important than (one year difference in YOG).

But I think, you can still get high CK score and make it into 2013 match.
