Lungs ARDS PaO2/FiO2 < 200 criteria

sorry to bother but may i know
what does it mean
Acute respiratory distress syndrome (ARDS) is similarly defined by the following features: acute onset, bilateral infiltrates, no evidence of elevated left atrial pressure, and a PaO2/FiO2 of ≤200 mmHg.
yes, i know its the ratio of PaO2 to FiO2... but what does it signify?

if it is less than 200 mmHg, it means that the diffusion is not enough even you are giving a lot of oxygen to the lung!

Please correct me if i am wrong!
