Kids 15 months old with anterior palate ulcers?

A 15-month-old male child is brought to the physician because he has refused to eat for 2 days. On examination, the child is crying and has a temperature of 39.2°C (102.5°F). Numerous 1 to 3 mm shallow, partially coalescent ulcers, are found limited to his anterior hard palate.
Based only on this information, which of the following is the most likely diagnosis?

A. Behçet’s syndrome
B. Hand-foot-and-mouth disease
C. Herpangina
D. Primary herpetic gingivostomatitis
E. Reiter’s syndrome

Could be C or D... hard to tell. I guess I'll go with D, since the ulcers are on the hard palate and there are so many of them?
