Lungs Treatment of empyema ... chest tube or VATS

what is treatment of empyema ? chest tube insertion or VATS
i m asking this because while reading expln from qbank , i read this...

I think it's quite clear. You do chest tube insertion first and if that doesn't work and/or loculated collection then do VAT.
