Medicolegal and Ethics Cursing but calm and non-aggressive!

A 50 year old white man was brought to the ER by the police after they found him wandering in a local park on a cold December night with no clothes on and without identification. He is able to speak but only utters curses directed first at the police and then at the medical staff. Beyond this, he is calm and non-aggressive. Refuses all attempts to question him and all medications offered. What action should the physician take?

A. Commit the patient to a locked psych ward or observation and treatment
B. Declare him incompetent based on his manifest behavior and administer the medications
C. Seek permission of police to administer appropriate drugs
D. Detain the patient for observation pending a status hearing in the next few days
E. Contact public guardian to secure consent for the man's treatment
