Question Post-Exposure Prophylaxis in HIV status unknown!

Do we still give Post-Exposure Prophylaxis (PEP) if patient's HIV status is unknown?
What is the current recommendation?

yes MTB2 page 37 says that no prophylaxis is given routinely if the person had a needle prick and pts hiv status unknown.......

i thought it should be given ..... would it not be better to give PEP than to feel sorry after a getting a full blown HIV .......
