Question LDL Target level in Diabetics

What is the goal in LDL level for diabetics? I've got two options, first - <70 in kaplan notes 2009, the second - <100 in mtb 2 (2012). Who is right?

MTB 2 says ( page # 59 ) :

Goal of LDL in diabetic and patient with coronary diease is < 70.
Start statin if it is > 100.

LDL level in DM, target is less than 100, start lifestyle modification if more than 100, consider drugs if LDL more than 130.
CAD + DM LDL level target is less than 70.
