Kidney UTI; Cystitis or Pyelonephritis by default?

when we say the term UTI (and mention nothing else)does it automatically mean cystitis or it could also be peylonephritis......?

It depends on the clinical presentation - if they mention dysuria, frequency, urgency and NO fever in the vignette - think cystitis

but if they mentioned Flank pain, CVA tenderness and FEVER - 100 % pyelonephritis.
