Skin Prevention of skin cancers

Correct me if i'm wrong, but the best method of protection from non melanoma skin cancers is decreasing sun exposure between 10 AM and 4 PM, while the best method for preventing melanoma is wearing protective clothing? (This is what i've gleaned from 2 questions in UW and i'm not sure if i understood it correctly)

If i'm wrong, what is the best method for each?
