Question English Language proficiency and the accent

Regarding English Proficiency...do we have to have the accent? if we speak normally & clearly, does this assure high performance in English Proficiency part?

As long as your English is appropriate and easily understandable you won't have any problem with the accent.

SPs are specifically requested to ignore accents.
