Help Underage drinking? Counsel?

I'm not sure if this scenario has ever come up or even has the potential to come up but what do we do if we have an 18 year old patient that consumes alcohol? Let's just say it's 4-5 beers on the weekend. It's nearly not enough to flag positive for C.A.G.E. but seeing that the legal drinking age is 21 years, are we supposed to counsel?

CAGE questionnaire is usually not needed in teenage drinking but you have to counsel the teenager that he/she should stop drinking because it's illegal and because it's not good for their health.
