Somebody in our orientation asked the same question - & instructor answered that MDs who is gonna check our notes feel like we are yelling at them using all the time capital letter, in addition using capital letters kinda mislead your abbreviations - in general I don't think it is something gonna reduce your ICE score unless your wrote a brilliant note. I myself started realizing I have missed couple important points...
