The ECFMG sends this announcement every year.

They are saying that if you take you CS exam before the end of the year then you can have the results ready before the Match day which is in March of the next year.

So yes, they are talking about 2012-2013 season, applicants who will match in March 2013 and join residency in July 2013.

But in reality, if you don't have your CS results by maximum November 2012, there will be very little chances for you to get interviews if you are an IMG.

For AMGs, it's no problem, they can have their CS results as late as February 2013.
