Question Does this mean CS scoring system is flawed?

I found this article. Does it mean USMLE Step 2 CS exam scoring system is flawed and has discrepancies?

http://www.ncbi.nlm.nih.gov/pubmed/18820499

Could this bias be a reason for high failures of IMGs at Philadelphia center? I heard Philadelphia center has more number of AMGs, so IMGs are at disadvantage. Why cannot they make this exam more standardized like USMLE Step 1 and 2CK? There is already recall bias on the part of SPs and to add this contrast effect is not good either. Not all of IMGs fail at Philadelphia center, but i know many IMGs who failed there. I wanted to give CS in march at Philadelphia center but now i am having second thoughts . I don't know what to do now? It's so confusing. Many good students are failed each day. This exam looks confusing day by day and NBME is not helping either by changing exam pattern each day, raising exam passing performance and not completely disclosing exactly what it wants to pass students(especially IMGs). Its too subjective at the moment. CIS part is very subjective especially. Already many were failing CIS part and they raised it again. The only thing left is to start hugging and kissing the patients.

It shows CS exam is not as standardized as NBME claims it to be. I am confused myself which center is good for CS. Anyone? Where are IMG's mostly going now a days? Which center?

guys. me and atleast 4-5 other friends of mine .. gave the NEW CS pattern exam in philly after prepping for 2-3 weeks.. and we all passed with a GOOD report on our first attempts.
(we all gave it within a span of a month)

(we are all IMGs.. none of us are Caribbean)

focus on ur prep and practice practice practice.

people say philly is bad -- but the fact is that SPs in philly are really really good actors.
iv heard people go to texas and say that they have a difficulty communicating due to the heave southern accent.. (u dont understand the SP or the SP doesnt understand you)

also alot of people from the other centers have said that the SPs lose character in the middle of the cases.. or dont respond/pretend like they are actually experiencing the symptoms.. which makes it hard for us as examinees to actually imagine ourself in that particular situation.

there are ALOT of myths out there about ALOT of centers... if u believe all of them u will land up being left with only alot of anxiety!

its a myth...

none of the centers are biased..i am an IMG....i gave and passed my exam at Chicago with the new system.....there were many AMGs at the center and only few IMGs there on that day....except for one SP, I didnt face any problem with them and none of them seemed to show any bias against me....the key is your accent should be well understood and your spoken English should be well communicated to the SP...other than that..there are no reason you should fail in CIS even if you are an IMG....

this is indeed on of the flaws of this whole process.
I don't understand how come a examinee passes second time around only after few days of result and that too without any extra preparation.

the results of CS are indeed not reproducible.
