Default How early should I apply?

I'm hope to take CS next November. My question is, how long before my desired date should I apply?

Apply now! the scheduling permit they issue is of 1 year duration, so you will be able to pick your tentative date like right now..

Maybe I should have made myself clearer though; I mean how long does the scheduling permit take after I apply and how early on do I need to schedule a date to make sure I find a place?
