I read this announcement but I could not get it. Is it possible to apply for 2014 match in sept 2013 without passing cs and being ecfmg certfied?

Or

Is this deadline for those who want to apply in fall 2014?

not sure either... They are definitely talking about the 2014 match, they even say that matching takes place march 2014...
but usually this only applies to american medical students. maybe they just got confused. Most programs will not consider you unless you are ECFMG-certified.

You are allowed to apply with just a Step 1 score. Of course an IMG would never match with just that..... but it is allowed.

I read it again. They are talking about "fifth way program". What is this?

International medical students/graduates and graduates of Fifth Pathway programs who plan to participate in the National Resident Matching Program® (NRMP®) 2014 Main Residency MatchSM (in March 2014) are reminded that they must take Step 2 Clinical Skills (CS) by December 31, 2013 to ensure that their results will be available in time to participate in the 2014 Match. - See more at: http://www.ecfmg.org/news/2013/07/09....gHesewjg.dpuf
