Default best state to give Cs for IMGs

Hi....I HV heard that passing rate for CS is high in Chicago or Houston for IMGs....is this true? Or it all depends upon your performance no matter in which state u give the exam....plz guide

I heard the same. Houston is better for imgs. I also heard that Philadelphia is little tough to pass.
