Help Apply for residency w/o step 2 cs?

Hello friends,
I would like to know if (1. Without taking the step 2 cs or 2. taking the CS but not having the results in September) we can apply for residency or not.

I passed step 1 and 2 but can't take the cs until late September

Please help, thank you

You sure can apply, but chances that you will be considered are very slim. Especially for IMGs, it is very important to apply being ECFMG certified. If you take your exam in September, you will not get your results probably till late October-November. Majority of the programs will already have their list to invite for interview.
I have inside information that many programs will now invite to the interview only if applicants have their Step 3 scores. It's unofficial, but starting this year many programs will filter you out if you do not have Step 3 score. I got that information from program manager, and I don't think they would tell lies about this.

You people need to stop this, stop scaring people with false info, stop this please. every year IMG match without USCE, step 3 or green card. Is it hard, yes it is, is it impossible ? no it isn't, you need to stop saying things you don't know. Everybody think they are an expert when it comes to the USMLE- match process. Guess what , no one is. Programs are different, state are different, cities are different , program directors are different. Sure, there are some minimum requirements in order to apply, but you people, my fellow IMG make this thing looks impossible for people like me with little hope, when in fact for the last 10 years the number of Non-US IMG matched have increased, please read the damn report and STOP SCARING PEOPLE with crappy info. this year 49 % of non US IMG got into residency, are you telling me that all of them had USCE, all of them had Step 3, all of them had green card ? STOP this non-sense. These are very important and can definetely make thins easier for someone, but there are program out there that stiil take IMG without them. so please if you don't have word of hope for us just keep your crappy and false info for yourself. thank you

First off, chilax... No need to scream here!
What part of "many programs" you did not understand? I never stated that "All programs"! And yes, there is no expert sitting and replying on forums. This is the public place where people share their opinions, experiences and if you are not satisfied with others' replies, you should not be reading posts to begin with.

I work in the program, so I know what I was writing, also, my program is very competitive, therefore I clearly stated MANY programs and not ALL. Of course there are programs that will accept old IMG, with low scores , with multiple attempts. In fact, I am yet to sit for step 2, my step 1 score is very low, and my year of graduation is 2005. Does it make me lose hope? Nope.
