Default SPEX vs. Step 3? Applying to a second residency after a very long gap

Hi Everyone-
I completed a Pathology residency in 1996, never actually worked in Pathology and let the license expire in 1997. I have worked in research and medical informatics/consulting jobs and taken time off since then. I am now applying for a psychiatry residency position for 2015.
I spoke with the Virginia State Board about getting my medical license back and they suggested I take the SPEX exam and get clinical experience and do lots of CME courses.
My question is, since I don't actually plan on practicing Medicine right away, but will (hopefully!) be doing a second residency, should I take the SPEX exam or should I take Step 3?
Possibly it doesn't matter, since they seem extremely similar and studying for them doesn't seem any different - I just want to make sure I sign up for the correct one, since I don't think they refund the cost if it turns out I need to take the other!
