Default PPD test and prophylaxis

Hello forum conrads:
Haven't been to forum for a while and now it is time to come back to this lovely forums for step3.

A question from Kaplan STEP3 qbook sixth edition intermal medicine Test two Q.18 (p. 75) :

That 28 yo woman's PPD is 16mm, but definition of normal healthy people is 15mm, so she should be PPD negative and the answer should be no treatment is indicated?? But the answer treated her as PPD positive and hence 9 month INH Tx.

Any explanations?

16mm is more is than 15mm.
As per the indications any healthy person with more or equal to 15mm is positive.
I know you got confused the same question was in world step and I got confused thinking its 16mm so its negative....if it was 14mm and healthy person then it would be negative.
