Some states are IMG friendly, some are not. Some hospitals are more IMG friendly than others. There's no rule that doesn't allow you from applying to each and every hospital in the US (except California, for which you will need a California letter), but usually only the IMG friendly hospitals will extend an interview for you.

You can learn if a hospital is IMG friendly or not by simply looking into their residents on their website. If they are graduated from outside the US then they are IMG friendly. Another way is to call the program co ordinator, and ask (her) "How many IMGs have you accepted during the last three years?". Don't ask a direct question because then they have to tell you that they don't descriminate between IMGs and AMGs. You can also to IMG friendly list websites (paid)
