You must have your Step 3 result by the end of March at all costs in order to be eligible to file an H1B petition to USCIS. The "end of March" is an anecdotal phrase I am using to explain that filing for H1B visa is an exhaustive process that can take time, even when expedited. To make sure everything goes smoothly and in a timely manner, you are definitely expected to have your Step 3 result before the match day.

Not really....if you pay the premium service (U$1200) you could have it in 15 business days...

Yes really. You're not just simple banking on 15 business days, but many business days prior to that for filing towards Labour Department, filling out other paperwork etcetera. I've managed it through my institution and it took 5-6 weeks after match day to receive the I-797 form in my mail.

Plus you have to apply to local consulate, schedule an interview, and think about clearance time also.

All this means is that you're on a tight schedule. Everything must be done in a precise and timely manner.

Actually, if you are in the states you dont have to go anywhere (only if you travel abroad)..in any case, each University has their own timing...buy you can do it in less than 3 weeks if you have to (and the University want to help you)

I don't presume everyone would be in the states (unless on J1/H1 already). By the time you finish interviewing on B1/B2, your stay cannot be up till end of June at least on a B1/B2 visa (unless either you have a greater than 6 month stay, or you come straight back after going out of US)

Well, you always can re-entry to the states using your B1/B2 visa (well I have a multiple entry one though)
anyway, good luck to all!
