Registration Step 3 Application Procedure

Guys im planning on aplying for my step 3 so i need help figuring it out.

Right now im ECFMG certified and have not started residency. I want to give step 3 soon and was going thru the application and specifically the requirmentst portion. My initial plan was to apply thru the NYC board since im a resident of NYC anyway. But on reading the requirments I found that they want me to complete the licencing application for NYC first before they will give me permission to sit for the step 3.
http://www.fsmb.org/pdf/step3/NY_online_instr.pdf

"Before the NY board will approve an applicant to sit the USMLE
Step 3, the NY licensure application and licensure fees (in addition to the Step 3 fees) must be on file and all professional and pre-professional education must be verified by the board. See
additional instruction below."

That in itself didnt sound like an issue but when i went to the licensing website it stated i need to have all my credentials verified . The verification process in my case takes over a month and even upto 2 months with the lazy bastards at my med school.

I then went browsing through the other boards and found that for florida ECFMG certification was enough and they dont want to reverify all my documents again to approve my application. http://www.fsmb.org/pdf/step3/FL_online_instr.pdf

MY question is ,Is this correct? Am i understanding this correctly or am i misunderstanding something?

Also applying from the florida board isnt a problem for my future is it? considering i want to finally practice in NYC . I know i will have to go thru verification then but i want to give the step 3 soon and dont want to worry about all the hassles of verification.

So in quick steps
1) Since ECFMG certified apply for step 3 listing Florida board
2) Complete application send in Certificate of Identity to FSMB (florida state medical board)
3) Select date and give exam.

Am i right?

I am not the correct person to answer your questions, since i have lots of doubts myself as well regarding the step 3 procedure..But i was thinking why florida and why not somewhere near by like Delaware or Conneticuit, since these states doesn't require you to have any formal procedure like Post graduation training or other verification like in NY ?

You can apply to CT and sit for the step 3 in NYC!...your Step 3 score will be valid in NYC for sure!

Actually i just chose florida randomly from the list and it didnt have any other requirements so i thought it was good but as bebix said since hes sure about CT then i will apply from CT. Makes no real difference to me as long as i can use it later in NYC.

Thanks for the reply guys!
