Default Step 3 - Can we use different State board and exam center

Hello,

I am sure many have gone through this dilemma. I couldn't find exact answer so would appreciate someones help.

I am in a state where you can not take Step 3 without 1 yr of residency. Hence I am choosing state board as adjacent state board certification.

My question is do I have to take exam at Prometric center of that other state or I can take it in my state.

e.g. NY eligibility requires you to take Step 3 after 1 yr or residency. So if I apply for Step 3 certification for CT board then do I have to take exam in CT or I can take exam at prometric in NY and still get CT certification.

Please clarify if someone knows the answer.
