USA Timeline limitation and different states for Step 3

Some states have limitations on the window one can take all three Steps: Ex: "Must take all steps in 7 or 10 years". Many dual-degrees (MD-PhD) applicants may get this problem. If an applicant took Step 3 outside of 10 years in a state without this requirement (ex Florida or Delaware), passed the test, would they then be able to able to apply for licensure in a state that had this limitation for sitting for the board (ex California or Washington)?

That's a good question!

States that have the 7-10 year limit as requirement for initial license would always look back at your USMLE/COMLEX history and see if you fit or not. So even if you were able to sit the boards and get licensed in Florida you still have to meet the requirement for California when you apply for license in California.

However, many states have actually instituted exceptions for MD/PhD programs (increasing it from 7 to 10 years and sometimes more).

Also, in my personal experience, I noticed that State Medical Boards become less stringent when the applicant is already boarded and have been practicing in other States. For example, in Texas, once they see that you are boarded, they will forgo many of the requirements.

The above is to the best of my knowledge and don't quote me on it, you need to contact those State Medical Boards one by one as they usually work on a case by case basis.
