Question Why States Don't accept everybody

It will seem to be obvious, but I found this forum to be useful for complex but for simple things too. Sorry for my question but.. the step 3 is the exam to be given in any state that will accept me to give it no matter where I would practice then? right?
So,,I could give the step 3 in connecticcut and then practiget my license in new york if needed?
If this is true, what I dont understand is...so why some states dont accept everybody to give the test in their states if at the end of the day it will not be a matter where you gave it but only if you passed it.

The answer is YES to your questions.

All states in US have different rules and requirement. So you register at the state most convenient to IMG, that is Connecticut. You can take your test anywhere in US and do Residency anywhere you will get it, including CA if you have PTAL.
