Registration Notarize first or Apply first?

Hi all
I'm currently ECFMG certified and wish to do step 3 , I need an advice regarding application
I wanted to know do I fill the FSMB application 1st then notarize the identity form and pay or notarize comes 1st then the application

I personally think it would be reasonable to apply first so as to have a record of your appication with the FSMB before mailing them any notarized CIF.

What I did:
-notarize first and send form to FSMB
-while the form is in transit Pay the online fee
-If everything is correct You will be approved in a week, and will receive scheduling permit in 4 more days!

Applying is extremely easy
