Default Pap smear confusion

For pap smears (referring to UW Question ID 6127) the author states that "Pap smear can still be considered satisfactory without the EC/TZ component"

EC - endocervical cells
TZ - transformation zone.

My question is that for the statement above it is only satisfactory if the patient is 21-29 yoa, correct? And for women who are aged 30 or more will require HPV testing even if cytology is normal but there is not enough or no EC/TZ on the sample?
