Default Step 3 for boosting residency application

2 questions about this topic:

Does it really make a difference? If you have experience with this, or know someone that does, tell us.

When should I take it? When should I take Step 3 so that it can be useful for the residency application? Does it have to be before September, when the application process opens? Or can it be afterwards, and just update my application so that it appears when I go for an interview.

Take it whenever. Different people will tell you different things. I know people who matched with it, and people who failed to match with it. I also know equal number of people who matched without it (including myself) and who didnt match without it. I personally think USCE is more important than step3.
