Let's say I take my chances and upload my application late in November or December, all residencies are taken and I don't get matched. Money wasted.

HI, now thats a smart question that hasnt been asked enough and people should rather think about this than the other stupid question..
I have read that some program directors see a repeat applicant with a red flag.. but that is not as bad as having failed a step or not being certified on time..
SOme repeat applicants improve their CV so much that in fact they can be seen with good eyes (program directors like passion, effort, endurance and so on)
Also depends when you graduate.. if you will remain as a recent graduate even by 2015 match I would advise you NOT to apply and instead get awesome scores , include step 3 and get as much USCE as possible
