Default observership or publication in indian journals?

I just got done with step 1 and step 2 recently with just average scores, planning to apply this september. I have done 2 months of electives last year. I have the following two options in front of me:
1] Apply for observerships during may-june-july period and give my step 3
2] I also secured a 6 month research opportunity in my home country which may give me a publication in an Indian journal at the end of it [July], followed by step 3 in August.
I am unsure and to which is the best way to proceed. Research in US too is an option I know, but I do not have any connections to secure that, so observerships may be easier. Kindly advise.
