statement of need ( as Iraqi physician)

searched in the internet about this issue but I couldn't find anything.

I am Iraqi medical graduate, took my medical degree in egypt. To apply for residency program under J-1 clinical, a document ((statement of need)) is one of the requirement to apply for J-1 clinical, and it should be issued from Ministry of Health in Iraq. I hope that any Iraqi medical graduate can help me by giving me some information about it.

what are the step to get this document from the ministry of health, and whether Iraqi embassy can issue this for me or not.

I got answer from some people not through this forum, therefore I would like to post the answer I got, so if any Iraqi graduate has the same question, so he can get the answer here.

Ministry of Health gives us a very hard time to give us the statement of need, the 2 physician I contacted them, they told me it is nearly impossible, especially me and them graduated from medical school outside Iraq, and we didn't do the required rotation in Iraq. So their advice to me was to seek residency position sponsoring H1B visa. Both of them got SON from the country they took their MD from, though they don't have permanent residency there.

Hope you see my replay even yours post is 3 years ago, I am radiologist finished my residency program from JUH now I am accepted for fellowship program, I tried two months to get this statement of need from ministry of healt in Iraq but I failed, the hospital now gave me one week to send it or the offer will be canceled
Today I get this statement from the medical association But I afraid if I sent it they goona refuse it
